ENVIRONMENTAL LAW -- Enforcing federal environmental laws since 1993 (National Environmental Policy Act; laws governing Forest Service and BLM; Endangered Species Act; Clean Water Act)
PROFESSIONAL MALPRACTICE -- Representing clients who have been harmed by lawyers and other professionals (not taking new medical malpractice cases at this time)
CIVIL RIGHTS -- Representing clients who have been harmed by police and by other government misconduct
PROPERTY DISPUTES -- Handling disputes regarding easements and boundary lines (Please note that Ms. Dugan does not generally handle property sales transaction issues or construction defects)
EMPLOYMENT -- Representing employees in discrimination and wrongful termination lawsuits

Ms. Dugan has developed detailed practice guides, templates, and sample briefs, which she makes available to attorneys at a reasonable cost in either electronic or hard-copy format. These materials are in the areas of state and federal civil procedure (specific to Oregon and Ninth Circuit); discovery; petitioning for attorney fees; the National Environmental Policy Act; and federal and Oregon employment rights.
