Environmental Site Assessments:Phases 1, 2, & 3: Phase 1 Assessments are the primary screening tool used to evaluate the environmental risk associated with real property. The assessment evaluates current and past activities on and near the subject site that may have resulted in significant environmental impact to it. Phase 2 and 3 assessments include subsurface soil and/or groundwater investigations to determine the actual environmental conditions present on the property. Certified Water Right Examiner Services: Water rights in Oregon are obtained in a three-step process. The applicant first must apply to the Oregon Department of Water Resources for a permit to use water. Once a permit is granted, the applicant must construct a water system and begin using water. When water is applied, the permit holder must hire a certified water right examiner to complete a survey of water use and submit to the Department a map and a report detailing how and where water is being applied. If water has been used according to the provisions of the permit, a water right certificate is issued based upon the report findings.
